No. It gathers what the control units answer; it is not a mechanical inspection and does not replace the roadworthiness test or a professional check.
Which inconsistencies does it detect?
For example, a mileage that differs between control units or an engine usage that does not match the mileage.
Does the engine have to be running?
It is not necessary. With the vehicle running the reading still happens and the report says so.
